Is Chavez losing his grip on the Venezuelan people?

I read today on CNN.com that President Hugo Chavez's referendum to allow him to basically serve as president of Venezuela until his death was shot down by the people of Venezuela. This also prevents him from having complete control over the rich oil that so many around the world, especially the US, buy to fuel their own countries. Is this act by the people of Venezuela a prelude to a radical change in government structure and policy in Venezuela or just a minute occurrence?

They could have passed it and then killed him. giving him what he wanted, right?

A lot of folks in the US, including myself, have stopped Venezuela's Citgo Oil.

Even though the referendum was only defeated by a few percentage points, that it WAS defeated---and then permitted to be defeated---gives me hope for Venezuela and its future.
