The Webopedia defines "netiquette" as

Contraction of Internet etiquette, the etiquette guidelines for posting messages to online services, and particularly Internet newsgroups. Netiquette covers not only rules to maintain civility in discussions (i.e., avoiding flames), but also special guidelines unique to the electronic nature of forum messages.


If one does a search on "netiquette" you'll find numerous websites discussing what is considered a breach of Net Etiquette.

As an aside, I think it is interesting to note that these Netiquette civility rules go back over 20 years, so they really aren't anything new.
