BEIJING — North Korea will provide a complete list of its nuclear programs and disable its facilities at its main reactor complex by Dec. 31, actions that will be overseen by a U.S.-led team, the six nations involved in disarmament talks said Wednesday.

Chinese Vice Foreign Minister Wu Dawei said that as part of the agreement, Washington will lead an expert group to Pyongyang "within the next two weeks to prepare for disablement" and will fund those initial activities.

"The disablement of the five megawatt experimental reactor at Yongbyon, the reprocessing plant at Yongbyon and the nuclear fuel rod fabrication facility at Yongbyon will be completed by 31 December 2007," said Wu, who read the statement from the six nations to reporters, but did not take any questions.

North Korea pledged to disable its nuclear programs in return for 1 million tons of heavy fuel oil or other assistance.

Well this is intersting. Lets just hope they didn't agree to disable such because they have another nuclear plant yet to be detected? I'll have to keep a watch on this, could determine the future in such a short time.

I can't help but wonder if this means they've found another way to obtain nuclear weapons?

I'm in total agreement, it's a wait and see situation. This evening on the news they also said that Norh Korea has intentions of making peace with South Korea after all of these years. I must admit though, they sure have a way of getting what they want don't they? Nuclear blackmail ? I wonder who'll be next to try it out to see what they can bargain for.? Oh what a tangled web we have woven for ourselves to be snared in. This will be a never ending situation I'm afraid.

Our best friends are from Korea and have been here for 10 years and their daughter just returned from visiting family in South Korea and said that nothing has really changed with the 2 countries relations except the media hype for an interesting topic. We were visiting last night with the family and they said every once in a very long time this topic raises its head mostly for the newspapers but the people know the reality of what is really going on.

If I was going to "guess" I'd say that their nuke test awhile ago that was a considered to be a "dud" made their scientist (or gave them a "out") tell "ill-kim" that it was "harder than they thought" or they just couldn't afford their own project any more. Seems most people don't understand that the border is still a hostile place to be if you're in a defensive bunker along the line.

You have to remember that every time that Kim Jong-il has caused an international incident he has been placated by concessions from the US government, he has been using these tactics for years. His country is having serious problem making ends meet and I suspect that this has been a ploy that has been in the works for a long time.
