Because some are simply inhuman. (Mentally ill?)

There are almost always signs of such in the behavior of the person.
It just takes a knowledgeable other person to recognize such and take action.

One other note: Get to know your neighbors. Realize when one comes up missing, has problems, or the like.
And then don't be afraid to take some appropriate action.
